More forums for lower rated users?

The problem with TheForumWheel and even Postloop suffered from this, is not enough forums for people with ratings such as a 3.4 or 3.6 or even a 4.0, when every forum available is a 4.5 or higher, it's hard to find forums to post on to potentially gain a higher rating. How can this be rectified so more forums open up to individuals to post to get their ratings up?

 

I reckon having the first time admin owners not to be able to hike up their ranking until they have already proved with their first writers that they can give an objective rating afterwards could be a wonderful way to give more opportunities.

I guess I am just thinking out loud since I am well aware that I am over 3 years late to the party. I was really hoping this place was still going but I guess is not the case.
