    The rating system says the 5.0 is the highest? Correct. But then again you can rate them for higher than that. There is some confusion on this stuff.

    Also, if someone rates too many people at 5.0, even though they deserve it, then does it raise a red flag on here?

    No, you shouldn't be able to rate them any higher than 5.0.

    Most likely those people don't deserve 5.0 ratings. 5.0 ratings are very rare. Most likely they should be getting a 4.6 or 4.7 rating instead.

    3.5 = Decent job but could definitely use some improvement.
    4.0 = Good job
    4.5 = Amazing job!
    4.8 = Super excentional!
    5.0 = Unbelievably awesome writer!!! The best I've ever seen!

    That should give you a good idea of how they scale works.
