Are hacked PayPal accounts Scams or Legit?

    People have been selling hacked PayPal accounts through hacking channels in Instagram. What makes me suprised is that people are willing to buy such accounts.

    Why would a hacker sell you an account that has $500 balance at $200, why dont they just withdraw the money themselves and spend it? This stinks of another scam, and many people have surely fallen victim.

    Has anybody bought a hacked Paypal account with balance successfully?
