Is it right for prisoners to disrespect the staff personnel?

There have been various cases of prisoner inmates mistreating and abusing each other especially the new comers. This is not good but what surprised me more was the story that if the inmates have something they are harboring from the staff on duty or the one coming to inspect them ,they can choose to throw feaces on him/her or use very abusive language.

Do you think this should be encouraged and suppose we put ourselves on the shoes of the abused staff what action should you take?Assuming that you're a new staff and such a thing happens when you are on duty. How do you convince your seniors that all is well?
